What is a certificate, anyway? Does having a coding certificate prove that you're a capable developer?

There are a few of them that are industry-recognized, but some of them are only there for your own sense of achievement. Some are educational, and some prove your proficiency with a particular software or service (think AWS or Salesforce). How do you choose which ones to pursue?
