Moses calls for Israel to commit again to the covenant.

Moses starts to expound the law at Moab and now states that these words of the covenant is completed. Hence, Moses calls for Israel to commit again to the covenant. In spite of the afflictions in chapter 29, Israel can be restored but they must choose commitment. Chapter 31 is the epilogue, with Moses’ final touches to enhance and support Israel.
