That instinct is understandable, because internal staff already know the process and the payroll is already committed. The mistake is treating that labor as free. Assign people to a retrofit they are not equipped to finish and you spend capital and months on a problem that may need a specialist, and those months rarely show up on a budget line. The honest business case is total cost, not headline rate: how long it takes, whether the skill exists internally, and what the delay costs in downtime.
