While Detective Harriet Shepard (Betsy Bruce), and her old partner, Retired Detective T.J. Ramos (Erik Estrada), are being held captive by the Press Room Bomber (Robert Anthony Peters), Detective Jasmine Alicia (Chezale Rodriguez) ignores the FBI when Special Agent Francis (Greg DeBenedetti) doesn't seem too concerned about Harriet's safety.
