The European Securities and Markets Authority, or ESMA, has issued its Summary of Conclusions from the Board of Supervisors meeting held in February 2026, which includes updates relevant to the United Arab Emirates. These updates adopt opinions on revised European Sustainability Reporting Standards, and introduce supplementary deferrals of sovereign bond trades effective from May 4, 2026. Market participants in the UAE are advised to comply with the updated European Sustainability Reporting Standards opinions and adjusted assessment frameworks. Additionally, new questions and answers, along with supervisory briefings, have been adopted covering remuneration rules, crowdfunding, and market abuse regulations.
Turning to healthcare regulations in the United Arab Emirates, the Dubai Health Authority has issued several important external circulars updating standards for organ and tissue donation services. External Circular No. 396, Version 2, sets forth updated standards for donation services involving deceased donors after circulatory death. All healthcare professionals and facilities under the Dubai Health Authority jurisdiction must review and comply with these updated standards. Similarly, External Circular No. 390, Version 2.1, updates standards for organ and tissue donation from deceased donors after brain death. Compliance with these standards is mandatory for all relevant healthcare providers and facilities in Dubai.
In addition, the Dubai Health Authority has issued External Circular 0426, which contains the Physical Activity Guideline. This guideline mandates healthcare professionals and facilities to adopt and implement standardized physical activity practices to support public health objectives and ensure regulatory compliance within healthcare settings.
In Saudi Arabia, the National Center for Medical Device Reporting published its weekly update including 16 safety alerts concerning various medical devices and diagnostic equipment. These alerts are critical for healthcare facilities and authorized representatives in Saudi Arabia to promptly identify and mitigate potential risks associated with these devices. Stakeholders are required to disseminate the safety information internally, identify and remove affected devices if necessary, and maintain communication with authorized representatives regarding the alerts.
