The United States continues to see significant enforcement actions and regulatory developments across multiple sectors.

In federal criminal enforcement, a Rapid City man was sentenced to 12 years in federal prison for receipt and possession of AI-generated child pornography. The sentence includes supervised release, restitution, and forfeiture of electronic devices used in the crime. Similarly, Dakota Horned Eagle from McLaughlin received a sentence of over eight years in federal prison for receipt of child pornography, along with supervised release and financial penalties.

In financial regulation, Michelle W Bowman, a member of the Board of Governors of the Federal Reserve System, delivered opening remarks introducing sound practices guidance for financial institutions on artificial intelligence adoption and risk management. The guidance emphasizes assessing the materiality of AI use, tailoring governance and controls to specific AI deployment and risk levels, and applying lighter supervisory oversight for lower-risk AI applications.

The National Association of Insurance Commissioners, or NAIC, also held its 2026 Summer National Meeting, where President Dean M. White emphasized reforms in financial solvency regulation, natural catastrophe risk mitigation, and oversight of emerging technologies including AI. The NAIC aims to develop new standards for assessing investment risk in insurers’ portfolios, enhance transparency of insurer investment ratings, and equip regulators with tools to evaluate complex financial instruments.

Turning to government benefit programs, a former Department of Labor employee was sentenced for fraudulently obtaining Pandemic Unemployment Assistance benefits.

In California, the United States Department of Justice found that women’s prisons violate the Constitution by failing to protect female prisoners from sexual abuse by staff. The DOJ identified systemic failures including inadequate reporting, investigation, and accountability. The findings require remedial measures such as expanding camera coverage, enhancing confidential reporting channels, and strengthening investigative protocols to comply with the Prison Rape Elimination Act and constitutional protections.

The California Department of Financial Protection and Innovation announced that the 2025 Annual Report for Consumer and Commercial Loans must be filed online via the DFPI self-service portal by March 15, 2026, without extensions. Failure to file will result in license revocation and penalties. The report requires accurate completion of all schedules, including financial statements and loan statistics, along with signed verification and confidentiality request forms.

In federal civil litigation, California Attorney General Rob Bonta celebrated a court order from the Ninth Circuit Court of Appeals denying Meta Platforms’ attempt to evade responsibility and stop a trial alleging violations of federal and state laws related to youth harm and deceptive practices. The court dismissed Meta’s appeal and allowed the lawsuit to proceed, with trial scheduled to start August 12, 2026. Meta faces allegations of designing harmful features targeting children and teens and misleading the public about risks associated with its social media platforms.

Finally, the Federal Bureau of Investigation launched a new tip line and offered a $5,000 reward to catch animal abusers in the Central District of California. The initiative encourages the public to submit evidence including photographs, videos, dates, times, locations, and suspect descriptions related to violations of the Preventing Animal Cruelty and Torture Act. This effort enhances coordination among federal, state, and local law enforcement through the Animal Abuse Task Force to strengthen enforcement against animal cruelty.
