In Australia, the Australian Securities and Investments Commission, or ASIC, has applied to the Supreme Court of New South Wales to wind up Capital Guard. This follows the cancellation of Capital Guard’s Australian Financial Services licence due to serious misconduct. ASIC seeks the appointment of an independent liquidator to investigate and recover assets, ensuring the preservation of investor funds and compliance with court orders during the winding-up process.

Turning to China, the National Copyright Administration has released a draft revision of the Implementation Regulations of the Copyright Law of the People’s Republic of China. The draft refines the copyright rights system, clarifies authorization and transaction rules, strengthens rights protection including technical measures, and aligns with international treaty requirements. Stakeholders are invited to submit their opinions by August 12, 2026, via mail or email.

In the Netherlands, Adobe has issued security updates addressing critical vulnerabilities in Adobe ColdFusion versions 25.10, 23.21, and earlier. These vulnerabilities could allow arbitrary code execution, privilege escalation, unauthorized file access, and security bypass. Users are urged to install the latest updates promptly. In the United States, Attorney General Kwame Raoul announced a multistate settlement involving bankruptcy claims against 23andMe related to a genetic data breach. The settlement approves $150 million in allowed claims, with an immediate payment of $18 million to signatory governmental claimants, including Illinois, within ten business days after court approval. The agreement includes mutual releases and enhanced data security requirements for the successor entity.

Also in the United States, federal agencies have issued interagency guidance on lending to individuals not legally authorized to work in the country. The guidance highlights elevated credit risks due to uncertainties in income stability and employment authorization. It advises financial institutions to implement safe and sound underwriting practices, including assessing the source of repayment, collateral challenges, portfolio concentration, and compliance with consumer protection laws. Institutions must identify, measure, monitor, and control these credit risks to maintain financial stability.

Lastly, in North Carolina, a woman from Buncombe County has been charged with insurance fraud involving false claims submitted to Allstate Insurance Company. The North Carolina Department of Insurance Criminal Investigations Division encourages reporting of suspicious insurance fraud to help protect policyholders and maintain system integrity.
