Hey everyone, this evening we're gonna be, again, right here on your screen, leveraging AI and then innovative use cases for emergency management or and a national security, and you can kind of parallel that into law enforcement because that's some of the stuff that we're gonna be talking about today, okay? All right, and so for our next slide, come on buddy. All right, this is the agenda overview. So what we're gonna talk about is we're gonna start off with how we can ground our generative AI prompts into standards for effective emergency management planning, okay? For our case study, we're gonna look at autonomous driving and that artificial intelligence and how it's going to impact your traffic citations, I.
Speaker 1:E. Your local government revenues that those traffic citations and all the services that they support and what's gonna happen there. And then we're gonna conclude with AI assisted reporting prompts for administrative efficiency, right? Because again, the battle is not won until the paperwork is done and as we all know, that is where the overtime is rung up. So without further ado, we're gonna get into, oh look, hey, that guy looks familiar.
Speaker 1:So my name's Matthew Kilbane. I have over twenty years combined federal military and DHS time. I've spent two years of my career at DHS headquarters, another two years at DHS Office the inspector general, and then four at FEMA, and then just over twenty with the United States Army. I specialize in AI strategy and governance, and then I've done really cool things as the founder and CEO of my own LLC, where I run a team of international machine learning and AI gurus, and we build out bespoke solutions for organizations. And then I also have been recently consulting on the European Union AI Act, where several submissions have been sent in and accepted.
Speaker 1:So, proud to say that I have contributed to the advancement of humanity. So go team. I've led several multimillion dollar IT modernization efforts, whether it be in international and national scale logistics operations, for the US military and or private sector, as well as the federal government, IT infrastructure, and that is routers, switches, Cat 5E cable, dating myself, all the way to the actual, you know, like operational stuff of like, you know, keeping your systems resilient. And then of course, I'm in the part of the Maryland Responsible AI Council. I work routinely with Morgan State University.
Speaker 1:I'm the legislative director for the Maryland Veterans Chamber of Commerce, and again, there's that commentary on the EU AI. So I'm really proud of that one. Check me out on LinkedIn. I publish things. All right, so getting into it, grounding AI in standards, right?
Speaker 1:Because standards are there and it is your job to meet them, okay? So what are we talking about? We're talking about risk assessment enhancement, right? By improving your risk assessments, the AI is able to analyze all of those large data sets that previously that you needed to kind of go through like, hey, what are our weather patterns? What are the flood zones?
Speaker 1:Hey, let's look at the earthquake, soil composition, right? What environmental risks are the new residential zones subject to, right? Like that general prompt opens up a whole can of worms that's either weeks worth of staff work or maybe a couple hours work of Gen AI work, right? So that's the kind of trade off that we're talking there. We optimize resource allocation.
Speaker 1:Where do the pods go? Right? If you've had an emergency and you've had to set up a point of distribution, right, after a hurricane, fire, flood, whatever, and you've got to get food and water and, you know, excuse me, consumables, right? Diapers, baby formula, toothpaste, you know, all the stuff that makes life, modern life possible. If you had to get this to people, where do you put it?
Speaker 1:Well, where's the people? All right, well, let's go ahead and ask artificial intelligence and let's walk us through those, you know, the urban planning documents, you know? And then the scenario planning. Well, if it floods, where will we go? Where are we gonna head to, folks?
Speaker 1:Well, you know what? We can ask Generative AI because it has direct access to floodplain maps, right, because that's public information and Gen AI has kinda access to the internet, so goes together like peanut butter and jelly. Now, compliance and consistency. So when you ground your artifacts in standards, okay, what you're doing is you're promoting regulatory compliance, and then we'll get into grounding and standards in the very next slide, just wanna touch on these high notes of what it does. It also maintains your plan consistency.
Speaker 1:So as you ground your generative AI with your operational standards, whether it be the NIMS, National Incident Management System standards, whether it be local fire ordinances and building codes, whether it be local laws and statutes and regulations. Once you ground your generative AI instances, and you don't even have to train your Gen AI, you can just use it as a prompt injection, right? Where you type in what you want the AI to do, and then you have to attach, right, the PDFs. Well, as long as you make those PDFs the relevant legal and emergency management artifacts that you need for that prompt, right? Then what that does is it, again, it promotes that regulatory compliance.
Speaker 1:So what you're doing is legal and what you're doing is right, right? It maintains your consistency all throughout your operational planning, okay? So all the way from emergency preparedness to mitigation, management, response, all the things. And then of course, facilitating that coordinated response, right? Because it again, it aligns your fire.
Speaker 1:It can align your EMS, your public works and your other supporting services that really need to come together in order to mitigate manmade and natural disasters. So what are we really talking about here? So here's the case study and let's go straight to the bottom of the slide here. Based on FEMA's CPG, that's Planning Guidance two zero one's Thyra framework, create a structured risk maintenance for, I don't know, Boston, Massachusetts emergency management plan, include threat categories, capability gaps, and funding impact analysis. Now that is a high impact prompt, and I bet you that prompt inserted into, I don't know, Grock or Gemini or Claude or whoever is gonna get you much further than say, hey, help me out with Boston.
Speaker 1:But by calling out the specific, right, like artifacts that you're gonna need or the legal or statutory requirements, gonna get you so much further, right? That prompt hacking, that prompt inject, you know, whatever non de plume it has currently in today's modern age, grounding as well, you know, it really is gonna get you far, right? Because again, it can automate the creation of emergency management plans. It will automatically align you with those industry protocols, those governmental and regulation alignment and those standards, and then again, it enhances efficiency because it saves you so much time and it improves quality because your brain is fallible but ones and zeros are not, right? And they're right there for you to look at if you forget.
Speaker 1:So as we move forward, let's talk about autonomous driving. Now this is a more bigger picture scenario of, hey, how is the AI affecting my life? Like, what do you mean? Why are we looking at autonomous driving if we're talking about, you know, law enforcement? Well, guess what?
Speaker 1:How many towns out there utilize fines and fees and traffic citations to backstop their local budgets because they don't have the tax base. Well, as you see there at the bottom, local governments in New York, California and Texas, just those three states, generated over 40% of the 9,000,000,000 collected from fines and fees in 2020. Now, why 2020? I understand that's a bit old. Well, it was what I could find when I was putting this together at lunchtime today, so we're gonna go with that, but think about that.
Speaker 1:Think about that $9,000,000,000 hole that once autonomous driving comes into effect is not gonna be there for your local governments. What are they gonna do? Right, because why do we need it? Why, if the computer is controlling the car, do we need traffic cops? Because again, autonomous driving, it's a win, right?
Speaker 1:It enhances traffic law adherence. There's no more speeding. Why would you ever speed unless there's like an emergency human control button, right? There's no more rolling through red lights. Okay, there's no more violating rolling through stop signs.
Speaker 1:That's over, right? Because again, the car's autonomous and it is programmed to obey all traffic laws. And then of course, you know, it results in safer roads, right? Because guess what? If the car is driving, then the drunk passengers inside are not driving, okay?
Speaker 1:And that in and of itself is safer for everyone on the roads and even the people on the sidewalks too. So by projecting the decrease in SAFIC citations and associated revenue implications, so if AI's driving the car, right, you know, you've got your Tesla and it's full autonomous drive, you're not speeding, you're not breaking any traffic laws, well then that means there's no violations. Well then that means there's no citations, then we need to reassess our budget. Where's the money to pay for policing going to come from? But wait a minute, we're ignoring the other side of the equation, because guess what?
Speaker 1:The police go away. Because if you don't need to train on traffic law enforcement, then why do you have traffic police? Why? What happens to all those cops? What happens to all that curriculum at the police academy?
Speaker 1:What are we doing? Do we train the police officers in digital forensics? So that way, if they do actually ever encounter a police traffic accident, then they're just downloading it, you know, from the black box in the car. I don't know, but that is an issue that we're going to have, but there's also positives, right? So again, profiling occurs.
Speaker 1:Racial profiling happens, but if traffic violations are no longer occurring, then I guess driving while black no longer a crime. Because again, the officer has no reason, whatever the officer's frame of has no reason to pull that car over because the car, the vehicle's not committing any traffic violations. So how does that change the relationship with local law enforcement if minorities who have been historically harassed no longer have that vector to be assaulted? What happens then to our society and what happens then to the relationship with the police and those local communities? We're going to find out.
Speaker 1:AI is changing a lot more about our world than what you think it is, such as our next one, AI assisted reporting prompts for administrative efficiency. Now, as I said at the start of this talk, look, the battle is not won until the paperwork is done. I think we all know that, and I think we all know that, you know, we've all seen the, what is it, the NCIS or, you know, whatever other cop show where the officers after the big bust are there and they're filling out paperwork for hours and they're not getting home until late. Well, let's go ahead and make sure that no one ever has to suffer like that again. By designing effective AI driven reporting prompts for emergency management, right, and also other national security scenarios, you can address the actual specifics, right?
Speaker 1:You can address, hey, this is a traffic violation. Hey, this is an assault. This is a burglary. And you can go ahead and pre populate all the legal and regulatory required data that you need into your reports via generative AI. And that can happen.
Speaker 1:You don't have to be behind the keyboard, folks. All you have to do is call that in, and we just use voice recognition that's tied to your radio and recognizes your voice and automatically begins filling that report. Taking all of the data that you have entered into your laptop, you have recorded onto your body cameras, and that the nine eleven dispatcher was able to take, and then crafting the narrative as you're driving the suspect back to the police station. And so the paperwork is literally getting done while you're in transport. And we can have that future, okay?
Speaker 1:Because look, here's just a couple. So again, top left, incident report, use of force, generate a use of force incident report compliant with 28 CFR part 23 and referencing fourth amendment protections include officer ID, subject demographics, justification for force, type of force used, and whether Miranda rights were issued. Tell me that doesn't save you hours of your life that you could be home hugging your kids. Right there. You want internal affairs, if we're talking internal administration, there it is.
Speaker 1:You wanna talk about your arrest reports? We can also assist in that with generative AI. That can also happen, and keep in mind, because again, it's not just the, oh, the software engineers or the finance guys, artificial intelligence is democratized intelligence. That mean every single person with access to artificial intelligence has access to the cumulative knowledge of the human race up until the point that they'd access it. They can look up anything, they can write anything, they can reference anything that that LLM has been drained on and has access to, right?
Speaker 1:So if it can do your coding, and if it can do your finance, then AI can definitely do your reports for you, and it can definitely help out by enabling law enforcement and emergency management personnel to be there before, during and after disasters and crimes to help the survivors, which is what it's all about. So again, simplification of complex workflows is just allowing the human to focus on the critical task, right? It allows the emergency managers to focus on helping the survivors. It allows law enforcement to work on, you know, stabilizing any type of victims or, you know, apprehension of criminals or transfer to criminals. You know, it allows you to get the burden of the paperwork, a lot of the burden of the paperwork off of your shoulders to allow the emergency manager and the law enforcement officer and the DA and the lawyer and the nine eleven operator the ability to be the creative humans that we all want to be and to excel at their jobs by taking away the drudgery and automating it, just like with every other position.
Speaker 1:So, conclusion, it's in red, it's in a box, it's at the top. Doesn't matter what you get AI to do, if you submit it and you have your name on it, you are still liable for it, okay, because you are the subject matter expert. Remember, AI is the enabler, okay? AI is the thing that gets you from zero till about 50 to 70%, okay, but that last 50, that last 30, that's still gotta be you, and that's still gotta be what's between your ears, okay, because you are the final sign off on that, and again, as you all know, if you use generative AI, you know, and you submit something false, I mean, we've all seen, heard about the, you know, the lawyers submitting legal briefs to cases that didn't exist. Well, we wanna make sure we don't do that to our citizens and our fellow countrymen, because the last thing we need is justice applied injustly, right?
Speaker 1:So for the three takeaways, guide in emergency management, it enhances EM by enabling standards based planning, right, for all of your emergency response functions. Also autonomous traffic, be advised, it will completely change the nature of law enforcement, because how many law enforcement officers have traffic stop training and traffic violation training and have to know how to write these citations? Well, that's all going away with autonomous driving. So what are you gonna do with your time and what are you gonna do with your career path? That's a discussion.
Speaker 1:And then what are the cities and municipalities going to do when they don't have that income anymore? So, we have to talk folks. And then also on the back end with all that intelligence administrative reporting, it's not just about doing your performance evals for you, okay? It's not just about, you know, factoring in and helping out with your taxes, and it's not just about, excuse me, sorry, you know, making sure that the IT people have an extra assistant when they wanna code solutions, right? It's about making your life easier, about giving you and everyone on the planet a polymath in your pocket that can escort you throughout the day, enabling you to make the best, most efficient, and most optimized decisions that you can in order to protect and serve our community.
