What is Regulations Across ASEAN?

Regulatory news, updates, and insights for countries in the ASEAN region presented by the Carver Agents team

Welcome to Carver's ASEAN Regulatory Updates for April 12, 2026.

In Indonesia, the National Agency of Drug and Food Control, known as BPOM, has approved the use of measles vaccines for adults. This includes the Measles-Rubella, Measles-Mumps-Rubella, and Measles single vaccines. The approval targets healthcare workers and other high-risk groups following a comprehensive scientific evaluation. The policy requires prioritizing healthcare workers, international travelers, and close contacts of immunocompromised patients, alongside maintaining strong surveillance and rapid case reporting.

Indonesia is also intensifying efforts to combat tuberculosis. The government has launched a free health check program targeting 130 million people in 2026, focusing on early detection and treatment. Contact tracing and preventive therapy are being strengthened to accelerate national TB elimination policies.

In the Indonesian banking sector, the business license of PT BPR Sungai Rumbai was revoked effective April 7, 2026. The Indonesia Deposit Insurance Corporation, known as LPS, will conduct deposit insurance guarantee functions and liquidation processes. This includes reconciliation and verification of deposit claims to determine payable deposits, to be completed within 90 working days or by August 20, 2026. Payments to depositors will be made in stages using LPS funds, not from the revoked bank’s assets. All assets and documents of PT BPR Sungai Rumbai are under LPS control and supervision. Depositors must meet LPS’s 3T requirements to be eligible for deposit insurance.

Similarly, LPS announced the deposit insurance status for PT BPR Pembangunan Nagari depositors. Payments will be made in stages through designated paying banks. Reconciliation and verification of deposits are to be completed by August 13, 2026. Claims must be submitted within five years from license revocation, by March 30, 2031. Depositors are required to provide specified identification and documentation to claim payments.

In Malaysia, preparations are underway to implement a carbon tax targeting the steel, iron, and energy sectors. The carbon tax will have an initial benchmark of 15 Malaysian Ringgit per tonne of carbon dioxide equivalent. Companies will be allowed to offset up to five percent of taxable emissions through carbon credits. The Bursa Carbon Exchange and Malaysia Forest Fund will support this initiative by providing nature-based credits. Potential tariff adjustments may allow passing through carbon tax costs. This policy is part of Malaysia’s Climate Change Bill.

In Singapore, the Health Sciences Authority has charged an 18-year-old for alleged trafficking of etomidate vaporiser pods. Enhanced penalties for such offenses have been effective since September 1, 2025. Additionally, new regulations under the Tobacco and Vaporisers Control Act, effective May 1, 2026, list etomidate and its analogues as Specified Psychoactive Substances with aligned penalties.

Also in Singapore, Meinhardt (Singapore) Pte Ltd has accepted a voluntary undertaking to enhance cybersecurity measures. The company will obtain Cyber Security Agency of Singapore Cyber Essentials certification, conduct an external audit of security systems, and enforce Conditional Access policies for Microsoft 365 and cloud services.

Asia Properties & Assets Consultancy Pte Ltd in Singapore has also accepted a voluntary undertaking to improve data protection practices. The company will implement procedures to password protect sensitive email attachments, introduce reminders for staff to verify email addresses before sending emails, and review procedures for handling requests related to personal data protection policies under section 12(d) of the Personal Data Protection Act.

Lastly, in Indonesia, BPOM and the Criminal Investigation Agency of the Indonesian National Police, known as Bareskrim Polri, uncovered illegal distribution of nitrous oxide gas in Cengkareng. This operation highlighted violations of health laws and initiated law enforcement actions against offenders.
