I tell you what, the biggest thing that I wanted to share with everybody after joining on Prom Corner, I had a daughter get married in December, Mary Ellen. And Mary Ellen was born and raised in Juneau. She was actually born in my bedroom that I still have now. Yeah, we did a home birth for Mary Ellen and I could point to the spot in my bedroom, that was where Mary Ellen was born.

And then this solstice winter solstice, the December 21, she got married to Isaiah Unzicker. Ah. And Mary Ellen Unzicker now. And man, it was just awesome to have Mary Ellen get married. It was as cool a day as when she was born.

Yeah. I wanted to bring up the Douglas Crosswalk over by Breeze in it.

It's got rear ended that stops for someone to cross the road. And, you know, that when they put those lights in a Floyd Dragon and over by Duck Creek and even on the backside of Foodland when they're crossing the the highway there Yep. It's really easy to know that there's somebody trying to cross the road. I don't know why the city won't do something like that for that inter

It's the reason why is it's a state road. It would have to be state action because I know exactly which crosswalk. It's going up to Foster Avenue. Right?

Speaker 4:

Yep. Yep. And that's the only place you can cross on on Douglas Highway when you get down to the end before the bridge.

Oh, I know. And if I hadn't been driving with my wife one night as we were coming home from being in Douglas, she absolutely would've hit a person there because I could tell that everybody was getting ready to stop. So you're what you're talking about is a pedestrian controlled light where it flashes and let people know because you're right. You can't so the person two or three cars back can't see the the little pedestrian wearing all black crossing the street, and you do get that that somebody's gotta slam on their brakes. And if in this day and age, everybody likes to try and see how good they are at looking at their phone while they're driving.

And, yeah, I feel for you, buddy. But state DOT would be the correct entity that could put a pedestrian control light there. Does that help?

That young lady was looking for a dresser, but I know that my wife has been looking for dressers. If anybody does have a dresser that they wanna sell, I I know dress dressers have a sometimes a premium on them always. 723-6526 if you have any dressers for sale. I know those are a active like everybody needs dressers as they're trying to I think it's gear up for tourist season right now. And so a whole bunch of businesses and landlords for that matter are are trying to get people employed and places set up and paint walls painted prior to the events, and it's yeah.

Full fledged, everybody's trying to get ready for the season, and that probably includes getting rid of furniture and stuff like that. Any oh, what's that one say?

well, really glad to be back, and send me those topics. The one thing that I did like before we could take topics and work on them for a few days. That was my only That wasn't the only It was one of the concerns, how well could we handle a topic if I'm only talking about it one day a week? Could it pass before we get the information out there? So, if you guys want specific information about some of the topics, just give me a heads up so that way we can dig into them.

Speaker 2:

Like the short term rental task force, we've had five meetings so far, maybe six. It's hard to keep count. And so what we're doing is we're putting together what legislation or regulations for short term rentals would be in Juneau. And then we're not the next meeting, but the two meetings after that, we're gonna be scheduling those for public testimony. So we're gonna have like two days.

Speaker 2:

Okay. That two different sessions where the community can come out and testify on how they feel about short term rentals or what they think the direction should be with the city.

Speaker 3:

good. And when are

those dates again for that public testimony?

Speaker 2:

I don't have the dates, I will get them and bring them in. It's not this Thursday, the next meeting is the next Thursday, which I think is April 3 maybe? I think that

And so that will be Yeah, we'd have to go find a calendar. But I'm pretty sure that'll be the next short term rental task force meeting, and then we'll go into public testimony will be the two meetings after that.

And we did get another email actually kind of about the renting stuff.

So

how come rent rent to own isn't a thing anymore? And why please explain why we need a third roundabout. So rent to own and a third roundabout.

Speaker 2:

I would imagine that it goes on to a liability. And it probably is not as advantageous to be a rent to own person. Companies that do rent to own are considered predatory. If you ever heard of an Aaron's rental or a rental center, I wanna say before the bike doctor, I was looking at that type of business. So why would I not rent out stuff?

Speaker 2:

Like if I'm always looking for dressers, why not have something where I can just one of the things I carry dressers and that would make a whole lot of sense. And looking at that, what I discovered rent to own, you generally pay 200 to 300% of the cost.

Speaker 3:

Okay.

Speaker 2:

Right? And if you just get a regular bank mortgage, you could be at like 100%, like you borrowed 400,000 for a house, you paid 800,000 back over thirty years. That's like a good scenario. Those the rent to own, at least for furnishings, over like a two year period or a three year period, you could pay 300% of what that cost is. And it was just not fair to the folks that are doing that.

Speaker 2:

And then you also run into if you don't have the right mechanism, let's say that you're renting to own a car or renting to own a house, and they gave you a decent down payment, and then they're paying a monthly payment, and then halfway through the agreed upon term, they wanna back out. Well, whoever the owner was at the first time who was carrying the note, they're most likely gonna have a mess. They're not gonna get that get it whatever they rented to own back in the same condition that they made that agreement Oh, okay. So, we've heard of people used to try and buy cars here with payments on problem corner and there's just so many times they don't work out. If you're paying on a car for a year and the engine blows up halfway through the year, has a major brake job or something where they couldn't afford to get a transmission issue fixed, then they still have a payment to a regular citizen that's not a banker, that doesn't have, like, those same mechanisms.

Speaker 2:

And so it's it's ugly, messy, filled with liability. Oh, yeah. And it's just better to sell it to somebody. And if they need financing, go there's places that do trailer financing. There are places that do home financing.

Speaker 2:

You can go to your bank to get a car or boat loan, and you could probably use there's probably some Internet based, like, cash loans. You could go buy like a bike, and they'd give you like a $700 loan to buy the bike. And but then they their rent or a financial institution, they have the mechanisms to carry notes, whereas a Joe Blow doesn't. And if the person doesn't come through, then you're looking at you'd have to go to, like, court or small claims court or something. So sounds easier than it than it really is.

Yeah, their second question was asking about why do we need a third roundabout, but I have not heard that of the proposal.

Speaker 2:

We need a third roundabout like we need a third hole in our head. So here's the justification, the explanation that you will receive if you dig into DOT and why they freaking love roundabouts. They lower crash impacts, so they produce less violent car crashes because just the nature of how it's designed reduces the speed of everybody involved. The problem is, is that what do you figure? In your driving experience, would you say a quarter of the people, half the people, two thirds of the people don't adequately understand the principle of a roundabout.

Like, I would say the number's high. I don't wanna guess at a number, but

Speaker 3:

I've noticed with the with the two oldest roundabouts, like Auk Bay's Roundabout and Douglas Roundabout, whenever I'm there, people follow the rules. Like, there's

Speaker 2:

They just keep going.

Speaker 3:

They're signaling their intent, but with the, like, the Steven Richards and the one by Floyd Dryden

Speaker 2:

It's brand new.

Speaker 3:

Yeah. Those ones, whether you're going around or you're going straight through, there's not much signal in your intent. So if you're coming from Stephen Richards back out and you're going out towards like super barrier area, half the time I don't see a signal line or vice versa when you're coming out of Stephen Richards going around towards the glacier or whatnot, there's no signal. I remember we had some folks on DOT here talking about why it was laid out that way and why it was angled, which totally makes sense because like, Oh, we got the hump because it forces you to look where you need to be looking. So it's like, okay, that makes perfect sense.

Speaker 3:

So yeah, it's just like the signal of intent is the main thing I've noticed with roundabouts. If not going straight, signal your intent so people know that you're going around the roundabout and vice versa.

Speaker 2:

And I do believe that there are DOT tutorials, there's YouTube tutorials. If you're showing up at a roundabout not quite sure what to do and you're hearing horns, like people are hitting their horns, maybe maybe just check out one of the how to navigate a roundabout. The third roundabout that this person is referencing is the roundabout at the Mendenhall Boulevard, Mendenhall Back Loop. That corridor, years ago, I had just gotten on the assembly, got funding to have three roundabouts in a row on Backloop Road.

And at the time, Floyd Dryden was a middle school with no intention of not being Floyd Dryden in the middle school and so, we couldn't have gotten Floyd Dryden fixed with a roundabout without accepting the Duck Creek roundabout, even though that intersection was only like six years old at the time. Yeah. They didn't have complete funding to do the third roundabout. It came through with additional DOT funding in a later project. But that was the original plan back in 2018, '20 '19.

Speaker 2:

Alright. Prior to the pandemic, the plan always was to have those three roundabouts. I don't know if there was like a testing for it or somebody got roundabout happy, but they have discovered that it lowers the rating of the crash because their side impacts as opposed to head on or t bones Mhmm. And those have the highest level of injury. And so you're you're making it slightly safer.

Speaker 2:

Juneau does participate in a thing called Safe Streets for All. And over the last couple of years, I wanna say we've gotten half a million dollars.

Speaker 3:

Wow.

Speaker 2:

$500,000 for programs that help staff time, that help reduce the traffic fatalities. Essentially, it's designed so that people don't die while they're driving. So that's a good thing. Right? Focus on energy, make sure that everybody's kids get home to them.

Speaker 3:

I've noticed on my neighbor no. My my neighborhood that I grew up on, Otaku Boulevard, that the speed limit signs have these bright orange flags on them. I've been noticing that around town a little bit where it's like, Hey, pay attention to the speed limit. We're putting these bright flags on the speed limit signs and telling you that there's children or young kids in the neighborhood. So it's Yeah, I'm seeing it kind of pop up as far as street safety goes, which is good to see.

Speaker 2:

Oh, well, yes. And who can't get behind something like safe streets for all? And along with that note, do we have to take a commercial break and then we're coming to the end?

Speaker 3:

Yeah. We're right there at the time.

Alright. Let me just throw out blue jeans look super dark in the dark. So you think, oh, I've got these blue jeans on. I'm I'm gonna be seen enough. No.

And so we are looking at all the different possibilities of what could be done, and they're trying to rewrite some rules.

Title 40 9 is the development code for the city, and DeMichel is his last name, Rob, is his whole job. The only thing he's responsible for right now is rewriting or cleaning up Title 49.

And so if there's anybody here that lives in a house, bought a house, buys a house, rents a house, everybody is impacted by title 49. The more complicated title 49 is, the more expensive the housing is. The cleaner Title 49 is, we could start to reduce costs to housing, nickels at a time. Alright. We got a call.

Yes. Global did not think of that when they opened up their branch over there. They just thought, hey. What a great we can own our own building and own the land, and there they forgot to say how will the non car drivers get to our location? The one potential that I've heard is that Fred Meyer Intersection could one day be a controlled light intersection.

Like, that's on the docket to turn that intersection into just another light, and that would be the solution for Global. But you're, like, the fourth person to ask me about that, and I know that every person that used that bank that doesn't have a car is looking for a new bank, unfortunately.

Speaker 8:

Oh, no. I don't do that now. But the thing is is that if they took the number at six bus express bus, it used to go to the airport, and from there, it's a straight place to go. But the man told me it's the timing. Yeah.
