We begin with updates from the European Union. The European Central Bank Council has published multiple decisions and opinions covering regulatory matters including digital regulation and artificial intelligence. Among these is the introduction of the Appia roadmap, aimed at developing a tokenised financial ecosystem. The ECB has invited stakeholders to submit feedback on the Appia initiative by April 22, 2026. Additionally, compliance with the European Banking Authority’s environmental scenario analysis guidelines is required by January 1, 2027.
Turning to Singapore, the Monetary Authority of Singapore has partnered with industry players to develop the MindForge AI Risk Management Toolkit and Operationalisation Handbook. This toolkit is designed to guide financial institutions in managing risks associated with AI technologies, including traditional, generative, and agentic AI. Key requirements include establishing AI governance frameworks with clearly defined roles and responsibilities, identifying AI usage and assessing risk materiality through organizational policies, and implementing controls covering the entire AI lifecycle.
In China, Guangdong Province has introduced a comprehensive policy framework consisting of 14 measures to promote AI-driven innovation in transportation. This framework focuses on building high-quality transportation data sets for AI model training, developing centralized and edge computing resources for AI applications, and supporting autonomous driving testing along with cross-city regulatory cooperation.
