Jumping into a problem corner. Before we, take phone calls and emails and all that, here's a quick look at the weather. It says here mostly sunny.

it is. Mostly sunny. I would suppose it is up above this low hanging cloud in front of the window. We are expecting a high of 53 today. Winds out of the east at about 5 miles per hour.

Speaker 2:

Rain tonight up to a half inch possible. An overnight low of 43. East winds 10 to 15, and more rain tomorrow. Another 3 quarters of an inch expected a high of 50 tomorrow, and southeast winds at about 10 miles per hour. Right now, calm.

Speaker 2:

No wind at all. A little fog and mist out there. And currently at the Juno Media Center, we have 41. Yeah. It's a little little brisk to say the least.

We'll start with this one from Joanne. Joanne's, her topic is the Mendenhall flood. She asks, why have we not contacted local construction companies to dredge the river while it's low? And she says, that's how we did it before. If, you have any information on that, I would appreciate the answer myself, personally.

Speaker 2:

You can give us a call 586-1800. Yeah. Well, good question. Why why don't we dredge it while it's low? Make a little more room.

Speaker 2:

I don't know. I'm sure there's a good reason for it somewhere. Right? And looks like Laura said well, she wrote a short novel, basically. It's more of an opinion, she says.

Speaker 2:

She recently come upon interesting situation. She had her wallet stolen back in February, Just got an email 2 days ago from the Juneau District Attorney's Office regarding her case. They're going to propose a plea deal to the guy who stole the wallet. She says she responded telling them that their plea deal is well, it's crap to say the least. And, should be plenty of evidence to give him the full jail time he's owed, or due anyway.

Speaker 2:

She says she was given a link to read about her rights as a victim and basically, it means that she can voice her opinion, but her opinion will not affect how the how they proceed. Interesting. Interesting. I'm not sure if there's anything you can do about that at this point, Laura. If your wallet was stolen and they they have the guy who stole it, there's gotta be some sort of a restitution.

Speaker 2:

I I would imagine, if he spent any of your money that was in the wallet or anything like that. I don't know. I don't have all the details on that. And then Bruce wrote in and said, it's on his understanding. Before we jump into this one, I know what this one's about.

This is about the, ranked choice voting. We're gonna get to that in a moment, Bruce. I hope you're listening and, we'll definitely be talking about the ranked choice of voting today. Speaker 2:

Bruce's email says, it is my understanding that in our upcoming statewide election, ranked choice voting is optional. If a voter wishes, they can just vote for their 1st choice candidate from a list of qualified candidates, or write in a person's name and not rank any of the rest if they do not wish to. Instructions on the mechanics of how to rank vote, if desired, seem clear to him. Says, I also believe that each state has their own rules to determine eligibility for being included on their qualified list. Can someone say whether my understandings are correct or not?

Speaker 2:

So if you have a thorough understanding of the ranked choice voting or the upcoming statewide election, we would love to hear from you. 586-1800. Now with that said, I did receive in the mail, as many of you did, the the, flyer or or I guess it is a brochure. I don't know if you wanna call it that. Very, very, high end printed paper, heavy duty.

Speaker 2:

It is the rank choice voting, how to mark your ballot. And immediately, it kind of fired me up. Immediately, it kind of fired me up because the first thing they tell you on here is if you skip a ranking, your next ranking moves up. So if you if your first candidate is eliminated, your 3rd choice counts as your 2nd choice. If you skip like the 2nd choice, your 3rd count 3rd choice would count as your second, your 4th as your 3rd, and so on.

Speaker 2:

Right? And it says, if you give more than one candidate the same ranking, like if you believe Bill and, I don't know, Gary, are equally qualified to be in the same seat and you think they're both good first choice, well, you can't do that because they will not allow that. If you give more than one candidate the same ranking, those rankings and later rankings will not count. So basically, if you pick 2 candidates as your number one choice, but none as your second choice, none of your choices will count. If you skip any of those, if you skip 2 or more rankings in a row, the only ranking that will count is your 1st ranking.

Speaker 2:

So if you skip your 1st and second choice, nothing on that ballot is gonna count. If you skip your 3rd and 4th choice, nothing is going to count. If you skip just one of those, only the one prior that you've chosen will count on ranked choice voting. I don't really understand why we do it this way. It seems a little unusually complicated for a an election to me.

Speaker 2:

That's just me. But, I'm not sure, Bruce, if if you understand that correctly or or not. I don't know. Maybe somebody could call in and, tell us if they know better, if your understandings are correct. The number to call for problem corner, 586-1800.

Yeah. I'm calling about this ranked choice voting thing.

Speaker 2:

I can tell I can tell before you say anything. You are not happy about it.

Speaker 3:

Oh, no. No. No. No. Yeah.

I mean, I I think it's a big pile. You know? Yeah. You know, with a single a single election for a single position. I don't care how many people are on it.

Speaker 3:

I don't have a second or a third choice. And if you do, you shouldn't be voting.

Speaker 2:

You know, I gotta say, I I got that ballot, the the ballot instructions in the mail. And the first thing it says on there is if you skip a ranking, your next rankings move up. If you skip more than 1, none of them after your first ranking will count. So

Speaker 3:

it So what to me, it's another way that they can switch the numbers around and get what they wanted. The people that are advertising vote no on 2, they're doing it because they want the system because they can mess with it. And I you know, I I'm 70 years old. I've done a lot of elections. And, you know, as far as I know, single vote for a single category is all you need.

Speaker 3:

And it's all you should have. They're just confusing the issue, trying to make people think other things, and they shouldn't. Yeah. Should be dumped. And we should go back to the old way of, you know what?

Speaker 3:

You got one position. You got I don't care how many people running for. You select one of them.

Speaker 2:

Do you remember when it changed?

Speaker 3:

The what? This voting system?

Speaker 2:

couple of years ago.

Right. Right. And then now do you remember why they changed it?

Speaker 3:

You know what? They said they said they we wanted to open it up so that more people could be in on the on the elections. I rang, which I agreed with. But But they didn't bother to tell you that they were gonna go to a rank of choice voting system, which is what screwed everybody up.

Speaker 2:

And, I just can't I I can't figure out for the life of me why did it change. The

Speaker 3:

the Well, that that's because liberals found out if they mess up and do this kind of system, they can win all the time.

Speaker 2:

I don't know if it was one party or the other. I really don't. And and

Speaker 3:

Oh, I cannot I kinda agree with you that, but you know what? There's only one other state in the union that uses this voting system. Guess who it is? Who? I have California.

Speaker 2:

Is it really?

Speaker 3:

Yes. And look at how messed up they are. They are they are a democrat state now whether you like it or not, and they're never gonna change because because they've got it all locked up.

Now I noticed at the bottom of this, at the bottom of this, instructional pamphlet that I got, it says for more detailed information, sample ballots, and explainer videos, visit elections.alaska.govforward/rcv.

It And I've never gone there. I'm not going to because to me, it's all a waste of time. Like like I said, I I spent a lifetime, you know, one one person, one vote, and one selection. Right.

Speaker 2:

Right. Yeah. It it it doesn't make a sense to me. But, of course It

doesn't because there's

I am gonna participate though.

Speaker 3:

They're trying to mess with the numbers. That's how come they did that.

Speaker 2:

And and it says here, on the back of it, it says general election counting schedule. November 5th is election day. First choice results will be reported. Ongoing counting of absentee questioned and early ballots and first choice results Yep. Reporting.

Speaker 2:

Then November 20th is final results tabulated and unofficial resorts, results, reported.

Speaker 3:

And and, you know, that's the other that's the other thing that kills me about this about this whole system. You know what? Before the last 10 years, we knew that that night or the next day, who was the winner? Now we know wait weeks weeks, and it's supposed to be a better system, but really.

Speaker 2:

Yeah. Yeah. You know, it it takes something away from me, and that is the I don't wanna say entertainment value of the election because that's not really what it is, but it's it's the informational value of the election. I remember years ago when, it was Pete, Karen, and Scott Stevens in the newsroom at KINY. And one of them, and I think they alternated year to year.

Speaker 2:

One of them would go down to wherever they're counting the ballots and report live on what was happening. What and it was it it was very, very informational because they were able to interview people who were were right in the middle of it and, get that information out to the listeners. Now it's, you know, it all seems very shrouded.

Speaker 3:

And they do it on purpose. Yeah. You know? Yeah. So now I I think we need to go back to the old in fact, there's there's a talk show host out there.

Speaker 3:

Says what they they could do to cure this, but the left won't do it because then they can't cheat.

Speaker 2:

Oh, yeah.

Speaker 3:

Literally, make make voting day a a federal holiday. Everybody's off. Everybody go votes in one damn day, and it's over with instead of scratching the same. All this this collecting of mail in ballots and everything, ballot harvesting stuff. People, that's a way to cheat.

Speaker 2:

Well, you know, I'm all for the, election day as a holiday. I'm all for it.

Speaker 3:

You think most people do you think most people would be, you know? But at the same time, like I said, they're doing certain things, so they're able to play with numbers, and that's what they wanna do.

Speaker 2:

That's the

that's the reason they imported 20,000,000 illegal immigrants into this country. So because they know they will vote Democrat because they're gonna hand out freebies. Okay. Look at this whole thing up. Look at this North Carolina thing.

That big flood, do you know what you have the federal emergency people did FEMA? They said told them we can't help you because we're out of money because we spent it all on the illegals.

Speaker 2:

Well, well, here's a question for you. Here's a question for you and anybody else that may be listening. What if if we don't like ranked choice voting, what do we do about it? How do we get it changed? That's

That's what we're gonna the voting is gonna be for on proposition 2 is to set either keep it or eliminate it, and it needs to be eliminated. But it doesn't matter because everything I do from here on out, I'm only putting down one check mark for each position only.

Speaker 2:

Right. Okay. Okay. Fair enough. Fair enough.

Speaker 2:

It's a it's a it's a hot topic to say the least.

Speaker 3:

And we can call it that. Yeah. Yeah.

You know, it it it it's it's not so much that I'm against it, but I don't understand it. And and I I don't understand, some of the some of the some of the process that they have on this particular flyer. If you get more than one candidate in the same ranking, if you think 2 people are your your first choice and the other 3, don't count at all, well, none of your ballot then nothing that you you put on your on your ballot is gonna count. You can't give 2 people the same.

They make it sound like it's an easier thing for allowing more people to vote. Alright. If what it does, it only allows more people on the ballot.

Right. Right.

Well And and at that point, I don't argue that point. The more out there, the merrier. But at the same time, one position, you give one vote only.

What I don't understand is why if I put somebody in my first choice but don't want anybody in my second or third choice, the rest of my the my 4th and 5th choice don't count.

Hi. I'm calling, to add some comments on the ranked choice voting.

Speaker 2:

Yeah. Yeah. What's your what's your thought on it?

Speaker 3:

Well, one, I think it's good, but I think the reason it was brought forward was, as the previous caller said, if you wanted more options on the ballot.

Speaker 2:

Okay.

Speaker 3:

And previously, the Republican Party and the Democratic Party kinda controlled who went there. So you got a far right or a far left option, and you didn't get moderate. So if you wanted more collaboration and more moderation, you needed to have those options on the ballot. So the parties no longer get to pick who goes. Individuals can apply.

Speaker 3:

Anybody can run. But as your previous caller said, he wanted more options. Well, if you add more options and you don't have ranked choice voting, let's say you have 10 people running, you could have somebody elected that got 22% of the vote. Right. So that doesn't necessarily reflect the majority.

Speaker 3:

Okay. So you pick a second choice and a third choice, and they go through those iterations until somebody gets to 50%. If somebody gets 50% right out of the starting gate, there is no ranked choice voting. You get over 50, you win. If you don't get 50, then they

Speaker 2:

go through the choices. I see.

Speaker 3:

So it added more people and made sure the majority got to weigh in is my understanding.

Speaker 2:

Okay. Okay. Well, that that does make sense. What

Speaker 3:

Can I have a question for you?

Speaker 2:

Yeah. Yeah.

Speaker 3:

Why would you put somebody first, nobody second, nobody third, and pick them 4th?

Speaker 2:

Well

Speaker 3:

I understand that.

Speaker 2:

I I I do understand, if somebody's looking at that and they think, okay. Well, if you're looking at the the the flyer that I've received, they actually give you examples. And and the first example is if you skip a ranking and in this choice, they chose Edna as number 1. They skipped number 2 because they didn't think anybody was number 2, I guess. I don't know.

Speaker 2:

And then they go ahead and choose a 3rd, a 4th, and a 5th. The problem is is that they move your 3rd, 4th, and 5th up to your 2nd, 3rd, and 4th. And if you skip 2, like, you don't like 2 people and you think you you maybe you can't even write somebody else in there as your 2nd and third choice. Your 4th and 5th choice don't count at all. They don't even Right.

Speaker 2:

But again, you I think you

Speaker 3:

have to understand. They I don't know why they let one blank go and not 2. But if you don't have to vote on everybody, like the gentleman called, he's only gonna vote for 1 person, period. That's great. That's his choice.

Speaker 3:

Right. If that person doesn't get 50% or if he's not in the top 4, then his vote goes away because he didn't pick anybody second. Right.

Speaker 2:

And I understand I understand that.

Speaker 3:

Else. Right. If you like somebody else, you you just then why don't you put them second? If instead of 4th, just don't leave any gaps. You can pick anybody you want from the list and make them 2nd.

Speaker 2:

Right. You you're not allowed to leave gaps. Now let's let's, for example, say that I'm, visually impaired, and I left my glasses at home. And I marked somebody on first, 3rd, 4th, and 5th. And, in my eyes, I I looked down.

Speaker 2:

I I filled out all the blanks. But in reality, I've skipped 1 by accident. And that or I filled out 2 in, like, the number 2. I picked 2 for my second choice. The entire ballot except for your first choice is is null and void.

Speaker 3:

Well, I think even if you had a regular ballot and you filled it out wrong, they wouldn't count it. But I think they have tools to help impaired voters.

Speaker 2:

The email name is gerrymandering. It says, ranked choice voting at state and federal elections is only in Hawaii, Alaska, and Maine. And I got that email during, ABC News there. I went ahead and googled that. And, yeah, that's what, that's what I'm seeing as well.

Hawaii started using it, in 2023, Alaska in 2022, Maine in 2018. In the 2020 Alaska elections, voters approved measure 2, which replaced party primaries with a single nonpartisan blanket primary in which the top 4 candidates advance to a general election that uses ranked choice voting. That's the way that reads online. That's not my opinion, and, by no means at all am I an expert on this. Not even close.

So, yeah, ranked choice voting has been around. It is being used in other other areas. Does not say anything about California being used. But, in another there is another website that, names other locations using ranked choice voting. And I believe New York City, in their municipal elections, they use ranked choice voting as well.
