Welcome to Carver's ASEAN Regulatory Updates for August 16, 2026.

In Malaysia, the Chair of the International Organization of Securities Commissions Growth and Emerging Markets Committee highlighted ongoing collaboration between IOSCO and the Islamic Financial Services Board. This partnership aims to develop disclosure frameworks tailored specifically for Islamic capital markets. Malaysia employs a two-tier regulatory approach that includes both general and Islamic-specific disclosure requirements. This initiative seeks to enhance investor protection and facilitate cross-border activities by aligning Islamic capital market disclosure standards with IOSCO’s Objectives and Principles.

Turning to Singapore, enforcement actions have intensified under the Tobacco and Vaporisers Control Act 1993, which came into effect on May 1, 2026. From April to June 2026, over 2,400 persons were caught vaping, and nine individuals were charged for the alleged import or supply of etomidate vaporisers. The QuitVape programme will cease on September 1, 2026. The Singapore government has strengthened penalties and enforcement powers to combat illegal importation and supply of vaporisers, particularly those containing psychoactive substances like etomidate. Compliance with the Act is mandatory.

In addition, Singapore is part of a joint regulatory assessment by the Access Consortium that has expanded the authorised indication for the MenQuadfi vaccine. Previously authorised for children aged 12 months and older, MenQuadfi’s indication now includes children from six weeks of age. Healthcare professionals are to be informed about the expanded use of MenQuadfi for active immunisation in both young children and adults. Swissmedic, Switzerland’s regulatory authority, references authorisations by foreign reference authorities as part of this joint initiative.

Finally, a merger concentration involving Singapore-based Wilmar International Limited and Associated British Foods, through their joint venture AB Mauri Yihai Kerry Investment Company Limited, will acquire joint control of Hebei Mauri Food Company Limited in China. This transaction involves the acquisition of the entire share capital of Hebei Mauri. The merger notification is submitted to the European Commission under Council Regulation 139/2004, ensuring transparency and regulatory oversight concerning competition in the affected markets.
