The European Systemic Risk Board, or ESRB, has issued a formal warning about vulnerabilities in the financial system linked to frontier artificial intelligence models. These models can rapidly discover system weaknesses and automate cyberattacks, increasing the speed, scale, and sophistication of such threats. The ESRB urges financial institutions to prioritize identifying, managing, and mitigating risks from these frontier AI models. Authorities are called upon to integrate these risks into supervisory and oversight frameworks under Regulation (EU) 2022/2554 to enhance operational resilience and reduce systemic cyber risk.

In the European Union, the European Securities and Markets Authority, ESMA, has released a supervisory briefing on triangular passporting. This practice involves firms using a branch or tied agent in one member state to provide services in another. ESMA clarifies that firms must notify their home national competent authorities when relying on triangular passporting, specifying the use of branches or tied agents in a second Member State to provide services in a third. Firms are also required to conduct and regularly review internal risk assessments related to triangular passporting.

The European Commission has decided not to oppose the notified merger involving PLD, NBIM, and Target Asset Bönen. This decision confirms the merger's compatibility with the internal market and the European Economic Area Agreement under Article 6(1)(b) of the Merger Regulation. The clearance ensures compliance with European Union competition law and prevents anti-competitive concentrations in the real estate logistics sector.

Also in the European Union, the Commission preliminarily found Meta in breach of the Digital Services Act due to addictive design features. The Commission approved Irish State aid for horticulture companies and confirmed Hungary's accession to the European Public Prosecutor's Office. Additionally, funds from the SAFE defence instrument were disbursed to Croatia. The Commission highlighted ongoing industrial safety efforts, published a vocational education survey, released the annual tax report, and cleared a merger in the medical device sector. Social media platforms are reminded to assess and mitigate risks related to addictive design as part of compliance with the Digital Services Act.

Turning to the United States, the Department of the Treasury requires entities holding positions equal to or exceeding $8.4 billion in the Treasury Floating Rate Note due January 2026, as of January 23 or January 30, 2026, to submit Large Position Reports by July 13, 2026, at 12:00 P.M. Eastern Time. Reports must be submitted using the Treasury’s LPR webform or by fax if the webform is inaccessible. This reporting supports Treasury oversight of large holdings in government securities, enhancing market transparency and risk monitoring.

The U.S. Food and Drug Administration has announced a meeting of the Cellular, Tissue, and Gene Therapies Advisory Committee scheduled for July 29, 2026. Public comments must be submitted by July 28, 2026, and requests for oral presentations by July 15, 2026. The meeting will allow public participation via webcast and docket submissions. The committee’s recommendations will influence FDA decisions on biologics licensing.

In enforcement news from the United States, seven employees of the Massachusetts Bay Transportation Authority, or MBTA, have been charged with conspiracies to falsify Red Line track inspection reports and collect fraudulent overtime payments. Supervisors are reminded to ensure accurate reporting and proper approval of employee work and time submissions.

Also in the United States, a former chief financial officer pled guilty to conspiracy to launder approximately $67 million in fraud proceeds through the company.

In Canada, Ralston Metal Products Limited and a worker were convicted and fined for failing to comply with Ontario Regulation 851 section 54(1)(c) and related provisions of the Occupational Health and Safety Act. The convictions relate to unsafe use of mobile equipment. Employers must ensure mobile equipment is used only to transport persons seated in permanently installed seats, and workers must comply with these safety requirements.

Finally, in Uzbekistan, the Financial Stability Report for 2025 was published. The report highlights improved financial conditions, enhanced macroprudential policy instruments aligned with Basel III, and tightened borrower-based measures including debt service-to-income and loan-to-value limits. Capital buffers are set at 2.5 percent for the capital conservation buffer, 1.5 percent for the countercyclical buffer, and 1 percent for systemically important banks. Credit portfolio concentration limits and deadlines for compliance are also established to maintain banking sector resilience amid global uncertainties, credit risks, and emerging challenges such as cyber and climate risks.
