Welcome to Carver's ASEAN Regulatory Updates for September 27, 2026.

In Indonesia, the Indonesia Deposit Insurance Corporation, or LPS, has commenced payment of deposit insurance claims to 1,413 customers of PT BPR Pasarraya Kuta within five working days following the revocation of the bank's license. Approximately 17.7 billion Indonesian Rupiah has been prepared for this purpose. The LPS is conducting ongoing reconciliation and verification to finalize insured deposits within 90 working days. Depositors must present valid identification and proof of deposit ownership to receive payments. Additionally, payments will be made in stages by the appointed paying bank starting September 23, 2026. Depositors have up to five years, until September 16, 2031, to submit claims. Any disputes regarding deposit insurance status must be submitted by March 21, 2027.

Also in Indonesia, the Ministry of Health has partnered with the Attorney General's Office through two cooperation agreements to provide legal oversight and assistance in civil and administrative law matters related to health infrastructure projects. These agreements are valid for two years until September 21, 2028. The Intelligence Attorney General's Office, known as Jamintel, will provide legal oversight during project implementation, while the Civil and State Administrative Attorney General's Office, Jamdatun, will offer legal assistance.

In Bandung, Indonesia, a pilot reform of the National Health Insurance program, known as JKN, has been launched. The reform introduces three main pillars: Referral Based on Service Capability, or RBKP; mandatory inpatient room standards called KRIS; and a new claim tariff system using the Indonesia Diagnosis Related Group, or iDRG, replacing the previous INA-CBG scheme. Hospitals must now meet 12 inpatient room standards, including a maximum of four beds per room and in-room bathrooms. The patient referral system will shift from class-based to competency-based categories: Basic, Intermediate, Advanced, and Paripurna.

In cross-border payment developments, the Hong Kong Monetary Authority and Bank Indonesia have signed a Memorandum of Understanding to promote faster, more affordable, transparent, and inclusive cross-border payments using QR codes between Hong Kong and Indonesia. The two authorities will hold dialogues on technical, operational, and regulatory matters and explore arrangements to facilitate interoperability of QR code-based payments.
