Regulatory news, updates, and insights for countries in the ASEAN region presented by the Carver Agents team
Welcome to Carver's ASEAN Regulatory Updates for August 23, 2026.
In Indonesia, the Financial Services Authority, known as OJK, revoked the business license of PT BPR Citra Bersada Abadi on August 19, 2026. Following this, the Indonesia Deposit Insurance Corporation, or LPS, has commenced the process of deposit claim payments and liquidation. LPS will conduct reconciliation and verification of deposit data within 90 working days from the license revocation, with a deadline set for December 23, 2026. Payments to depositors will be made in stages based on verified eligible deposits, using LPS funds rather than assets from the revoked bank. All assets and documents of PT BPR Citra Bersada Abadi are now under LPS control and supervision. Depositors must ensure their deposits meet the LPS insurance criteria, commonly referred to as the 3T conditions.
Also in Indonesia, LPS has completed reconciliation and verification of deposits eligible for payment for depositors of PT BPR Sungai Rumbai (DL). Depositors are required to submit claims within five years from the license revocation date, which means by April 6, 2031. Claim payments began on August 20, 2026, and will be disbursed through designated units of Bank Rakyat Indonesia, or BRI. Depositors can verify their deposit insurance status via the LPS website.
Regarding liquidation activities, the liquidation team for PT BPR Disky Surya Jaya (DL) announced a public auction of movable goods, fixed assets, and inventory. The auction will be conducted through an appointed auction official. Participants must bring valid identification and a taxpayer identification number, known as NPWP. Assets will be sold "as is," including all defects. Bidding will be oral and ascending, with the highest bid winning.
Turning to healthcare regulatory updates in Indonesia, the Ministry of Health has issued several new ministerial decrees establishing updated Pedoman Nasional Pelayanan Klinis, or PNPK, clinical guidelines.
First, Minister of Health Decree No. HK.01.07/MENKES/876/2026 establishes the PNPK for Acute Coronary Syndrome management, replacing the previous 2019 guideline. Healthcare facilities must adopt this as a reference for clinical procedures and standards, and medical personnel are required to comply with the guideline to provide evidence-based diagnosis, treatment, and evaluation.
Second, the Ministry issued Decree No. HK.01.07/MENKES/657/2026, establishing the PNPK for breast cancer management. This guideline is mandatory for healthcare providers. Facilities must develop standard operating procedures based on this PNPK, and any deviations must be documented in medical records.
Third, a new PNPK for stroke care has been issued, replacing the 2019 guideline. Healthcare facilities and medical professionals must adopt this updated guideline.
Fourth, the Ministry issued a PNPK for adult hypothyroidism management. This binding clinical guideline standardizes diagnosis, treatment, and monitoring of hypothyroidism. Healthcare facilities and medical professionals must follow this guideline, with any adjustments allowed only under specific patient conditions and documented accordingly.
Fifth, the Ministry of Health issued Keputusan Menteri Kesehatan Nomor HK.01.07/MENKES/1168/2025, replacing the 2023 guideline for adult pneumonia management. This PNPK sets a standardized clinical protocol nationwide. Healthcare facilities and medical personnel must adopt and use this guideline, with any deviations documented.
Finally, the Ministry issued a formal decree establishing the PNPK for syphilis management. This guideline standardizes diagnosis, treatment, and monitoring of syphilis nationwide. Healthcare facilities must implement the PNPK, and medical personnel are required to use it for clinical decision-making.
