Jenny: When you need help fast, how much should it matter whether there is a bus stop nearby?

Davis: Honestly, it shouldn't matter much, because if you're looking for a bed tonight or a shower or a caseworker, the trip is already hard before you add a transfer.

Jenny: Right, but then my brain goes straight to the annoying measurement question: who counted nearby, did they mean a stop across the street, or a route that comes once in a while?

Davis: That's fair, and it's also the human picture, because the most important transit trip might be the one somebody has to make in crisis, with a bag, a phone at ten percent, and nowhere else to go.

Jenny: And the paper that grabbed us this week says emergency shelters, the front door for a lot of homeless services, can have worse transit access than the other places meant to help, so...welcome to This Week In Public Transit on paperboy.fm.

Davis: This week’s pile is bigger: 19 papers analyzed, 14 qualified, from 112 unique authors across 33 countries. So the overview is already the thesis: transit is showing up as access, operations, health, and equity, not just vehicles on a route.

Jenny: The first jump is the qualified count: 8 last week to 14 this week, up 75%. The methods explain some of the texture, because we’ve got 4 case studies, 2 quantitative papers, then single entries for geocoding, spatial analysis, predictive modeling, and optimization, so this is a very street-level week.

Davis: The search got louder too: query hits went from 9 to 19, a little more than double, up about 111%. What seems to be widening the net is the theme mix: public transit leads with 3, then social equity, public transportation, and public health each show up twice, which fits the idea that the benefits have to appear outside the bus or train.

Jenny: The country number is the one I’d handle carefully: coverage goes from 7 unique countries to 33, up about 370%. But city metadata is zero and institution metadata shows only 1 unique institution, so I wouldn’t call that 33 clean local case settings yet; I’d call it broader country tagging until we inspect the papers.

Davis: And the author mix is pretty balanced: 57 experienced authors, 39 emerging authors, and 16 first-time authors, meaning first-ever paper in this metadata, not just new to our feed. That matters because transit detail work often gets sharper when established methods meet people studying a very specific corridor, fare rule, station area, or access gap.

Jenny: Alright, let's get into the papers with a blunt equity check: Does Public Transit Serve People Experiencing Homelessness? A National Assessment of Homeless Shelter Accessibility in the US, by Meiqing Li, Xi Huang, and A. Sullivan in Public Administration Quarterly.

Jenny: They looked nationally, from twenty fifteen to twenty twenty-two, at whether homeless service projects sit near usable transit, and the headline is mixed: access improved over time, but emergency shelters still had worse transit access than other homeless services.

Davis: If shelters are where people need to get first, why would those be the places with weaker transit access?

Jenny: The authors geocoded each service project, meaning they pinned its real location on a map, then compared it with transit networks using the Homeless Inventory Count, the National Transit Map, GTFS schedule data, and OpenStreetMap.

Jenny: That makes this a strong national pattern-finding paper, especially across urban and non-urban communities, but it can't tell you every local reason a shelter or bus route landed where it did.

Davis: So the practical takeaway is not, hey, homelessness services average out okay; it's audit emergency shelters separately, because Access Is Equity only counts if the first door someone needs can actually be reached.

Davis: That “first door someone needs” line has a safety cousin, because reachable places are also places where people gather. Hulya Seyidoglu, José Pina-Sánchez, Nick Malleson, and Graham Farrell call this paper “The association between mobility and crime in England and Wales,” in Crime Science in twenty twenty-six.

Davis: They tracked three hundred twenty-eight local authorities, meaning local government areas, from March twenty twenty to October twenty twenty-two. The plain finding is split: more time around home was linked with lower property crime, violent crime, and public order crime, while more movement around retail, grocery, transit, and workplace areas was generally linked with higher recorded crime.

Jenny: How do we know this is about changing movement, and not just about some places already being different from others, like a nightlife district compared with a quiet suburb?

Davis: They used police-recorded crime and mobility data over time, then ran negative binomial regression, which is a count model for lumpy totals like monthly offences. They also used area fixed effects, which basically compares each local authority with itself over time, so stable differences between places get held constant. That makes the national pattern more convincing, but the pandemic created strange movement patterns, so this isn't a normal-times rulebook you can paste onto every station area.

Jenny: That feels like the Public Space Has Consequences thread in a very practical form. If mobility near transit rises, the answer isn't “mobility is bad,” it's ask what kind of place it is, what crime type is moving, and whether the safety plan fits that block instead of the average city.

Jenny: That “don’t blame mobility, look at the place” idea carries right into this bike-share paper from China. It’s called EXPRESS: Platform Competition and Adoption Heterogeneity: How Dockless Bike Sharing Shapes Urban Air Quality, and that mouthful means the authors ask whether competition, and uneven take-up across cities, changes whether shared bikes actually clean the air.

Jenny: The headline is surprisingly concrete. After dockless bike sharing entered Chinese cities, urban air quality improved by three point eight two percent, which translated to a three point one three-point drop in the Air Quality Index, where a lower A Q I means less pollution.

Davis: So is this really about bikes being present, or about there being enough bikes on the street that someone actually switches a short car or taxi trip?

Jenny: That’s exactly the split they test. They use the staggered rollout of Ofo and Mobike in a stacked difference-in-differences design, which is a before-and-after comparison that lines up treated cities against not-yet-treated cities, and dual-platform entry cut A Q I by six point four seven points while single-platform entry had no significant effect.

Jenny: They also check where the effect is bigger, and it’s bigger in cities with more domestic migrants, more well-educated residents, denser transit networks, and better bike lanes. It’s smaller where terrain is steep or rainfall is frequent, so the evidence is pretty strong for these Chinese rollouts, but it’s not a universal law you can drop onto any city with hills, storms, or weak bike infrastructure.

Davis: That puts this squarely in the Mode Shift Needs Context bucket. A launch ceremony doesn’t clean the air; enough bikes, enough competition, safe lanes, and a city shape that lets people use them might.
