Welcome to Carver's regulatory updates podcast for the week of September 20, 2026.

In Indonesia, the Indonesia Deposit Insurance Corporation, known as LPS, has initiated insured deposit payments and liquidation processes following the revocation of the banking license of PT BPR Pasarraya Kuta, effective September 17, 2026. LPS is tasked with reconciling and verifying deposit data within 90 working days, ending January 26, 2027. Payments to depositors will be made in phases during this period. Depositors must meet LPS’s 3T conditions to be eligible for insurance payouts.

Turning to the European Union, the Commission on Security and Defence, or CSD, has presented and discussed reports covering trade enforcement, foreign direct investment screening developments, and trade defence activities planned for 2025. Stakeholders and civil society members interested in participating must register by October 14, 2026, at 12:00 noon. Participants should prepare for security clearance and technical setup for hybrid meeting attendance.

In France, starting October 1, 2026, the annual maximum amounts payable by insured persons for medical franchises and fixed contributions will increase. The annual ceiling for medical franchises will rise from 50 euros to 70 euros, and the ceiling for fixed contributions will also increase from 50 euros to 70 euros. The total annual maximum amount to be paid by insured persons will increase from 100 euros to 140 euros. Healthcare payers and providers must apply these new ceilings and ensure exemptions are respected for specified groups, including minors under 18, beneficiaries of complementary health solidarity, and pregnant women from the sixth month of pregnancy to 12 days postpartum.

In Australia, the Qantas Group and Virgin Australia have reported substantial earnings despite increased jet fuel prices. The report includes data on passenger volumes, airfares, flight punctuality, and cancellations. The Australian Competition and Consumer Commission, ACCC, will continue monitoring airline prices, costs, profits, and competition until December 2029. Data collection will involve Jetstar, Qantas, Rex, and Virgin Australia for ongoing oversight.

In the Netherlands, Cisco has released security updates addressing 21 vulnerabilities in the Cisco Identity Services Engine, or ISE, including 13 critical vulnerabilities with Common Vulnerability Scoring System scores up to 10.0. Some of these vulnerabilities can be exploited remotely without authentication, allowing unauthorized attackers to bypass authentication, execute arbitrary code with root privileges, perform SQL injection, and disrupt system availability. Organizations using Cisco ISE and ISE-PIC are urged to apply these security updates with priority. They should also monitor external network and firewall logs for indicators of compromise related to CVE-2026-76460. If exploitation is detected, affected nodes must be reinstalled and configurations restored from backups.

In Thailand, the government plans to boost tourism with a US$600 million subsidy package covering one million entitlements. This includes co-payment vouchers for restaurants, spas, shops, and activities, valid during specified periods from November 2026 to February 2027. Each entitlement provides subsidies up to 2,000 baht for accommodation and up to 2,000 baht for other tourism-related expenses. Travelers may use up to five entitlements each.

In India, a recent speech emphasized the need for banks to adopt artificial intelligence responsibly. Banks are encouraged to implement board-driven AI strategies, governance policies, and risk management frameworks. Key requirements include maintaining a complete inventory of AI systems in use, including vendor products; establishing board-approved AI governance policies with clear accountability; and building capacity to explain AI-driven decisions affecting customers.

In the United States, a financial adviser was sentenced to over seven years in federal prison for wire fraud involving nearly $10 million stolen from an elderly client. This case highlights increased regulatory and law enforcement scrutiny on fiduciaries exploiting vulnerable clients.

Also in France, the Haute Autorité de Santé, or HAS, has issued recommendations based on analysis of serious adverse event declarations among end-of-life patients since 2017. The recommendations focus on better formalization of personalized care plans, improved coordination, medication safety, suicide risk prevention, and enhanced staff training in end-of-life care. Healthcare providers are advised to strengthen the formalization, sharing, and implementation of personalized care and support plans, consolidate management and coordination of end-of-life care pathways, and regularly reassess end-of-life situations to adjust care continuity.

Finally, in Texas, United States, an emission event occurred at the Campo Viejo Gas Processing Plant involving flaring of acid gas blended with residue quality fuel due to an unexpected power outage. The operator has been required to immediately notify the event via the State and Tribal Emission Electronic Reporting System, or STEERS. Documentation of emission quantities and event duration is mandatory, along with actions to minimize emissions and promptly restore normal operations.
