What is Global Regulatory News and Updates?

Regulatory news, updates, and insights presented by the Carver Agents team

Welcome to Carver's regulatory updates podcast for the week of May 31, 2026.

Starting with Europe and the European Union, the Central Bank of Ireland delivered a key speech by Deputy Governor Vasileios Madouros outlining the bank’s approach to tokenised finance. The Central Bank is supporting the evolution of central bank money to accommodate tokenised finance by accepting distributed ledger technology, or D-L-T, based assets as eligible collateral. It is adapting regulation and supervision to new digital asset innovations and fostering coordination across the financial ecosystem. This approach includes enabling settlement of D-L-T based transactions in central bank money at the wholesale level, supporting the development and legislation of the Digital Euro for retail use, and accepting marketable assets issued via D-L-T.

In related European news, the European Central Bank convened an emergency meeting with European banks to address a credible cyber threat posed by the AI system Claude Mythos. This artificial intelligence, developed by Anthropic, uncovered over 10,000 critical software vulnerabilities in just 30 days and prevented a $1.5 million bank fraud. The European Central Bank urged rapid security upgrades for banks to defend against this threat. Anthropic has responded by indefinitely restricting public access to the Mythos AI model to mitigate misuse risks. The ECB emphasized accelerating defensive cybersecurity measures, enhancing international information sharing among banks, and implementing rapid patching processes to mitigate vulnerabilities in banking IT infrastructure.

Turning to Asia, the Securities and Futures Commission of Hong Kong has imposed a lifetime ban on Paul Wan Kai Leung, the former responsible officer, manager-in-charge, and director of Nerico Brothers Limited. Paul Wan was found responsible for authorizing misuse of client funds and providing false information during SFC investigations. This follows earlier sanctions against Nerico Brothers Limited, which had its license revoked, and lifetime bans on other involved individuals.

Moving to North America, the Alberta Securities Commission in Canada has issued cease-and-desist letters to promoters of the BG Wealth Sharing scam and its associated fraudulent platform, DSJ Exchange. Investors are warned not to transfer additional funds to BG Wealth Sharing or related entities and to avoid paying any so-called taxes to access funds. The ASC advises investors to exit all group chats and delete scam-related applications to prevent further harm.

In the United States, the Federal Reserve Board has issued consent prohibition orders against former employees of Atlantic Union Bank and Frost Bank. These orders bar the individuals from participating in the affairs of insured depository institutions due to fraudulent activities and embezzlement. The orders require compliance without rights to hearings or judicial review and direct communications regarding the orders to designated legal counsel and the Board of Governors.

Also in the United States, the Food and Drug Administration has issued a warning after laboratory testing revealed that the dietary supplement Tawon Liar contains undisclosed controlled substances and drugs including tapentadol, dexamethasone, meloxicam, and ketorolac. Consumers are advised not to purchase or use Tawon Liar. Healthcare professionals and consumers should report any adverse events related to this product to the FDA’s MedWatch program.

Additionally, the United States Department of Agriculture’s Food Safety and Inspection Service has issued a public health alert for beef kofta products produced by Olympia Food Industries and served at The Kebab Shop restaurant locations in California, Texas, and Florida due to possible contamination with Shiga toxin-producing E. coli O157:H7. The Kebab Shop ceased selling the product. Consumers are advised to discard any leftover beef kofta from these locations and to contact healthcare providers if symptoms develop. The FSIS recommends thoroughly cooking all ground beef products to ensure safety.

In Canada’s Manitoba province, a standing hearing has been scheduled to determine participation in the inquest into the death of Myles Clearsky, who died from a methamphetamine overdose while in custody. Interested individuals and groups must apply for standing by June 23, 2026. The standing hearing will take place on July 7, 2026, at the Manitoba Law Courts Complex.

Finally, in Spain, the Ministry for the Ecological Transition and the Demographic Challenge, known as MITECO, has designated a provisional mining reserve in Huelva for the investigation and potential recovery of critical raw materials. This reserve will be managed by the state and associated entities for a minimum of three years. Activities planned for 2026 include geophysical flights, surface sampling, geochemical campaigns, terrestrial geophysics, trenches, and drilling, all conducted with environmental protection measures. Engineering, geology, and restoration plans will be drafted for submission to MITECO.
