Welcome to Carver's India Regulatory Updates for October 11, 2026.
The Securities and Exchange Board of India, or S-E-B-I, has announced several initiatives to enhance investor awareness and protection during World Investor Week 2026. S-E-B-I Chairman Shri Tuhin Kanta Pandey highlighted the launch of Project Jagrook and the MUST framework, aimed at deepening investor education across India’s capital markets. These programs include multilingual and multi-channel investor awareness campaigns conducted by designated Securities Market Participants, and collaboration with educational institutions to promote financial literacy. Additionally, S-E-B-I is intensifying supervision of digital market misconduct by deploying advanced monitoring technologies, including artificial intelligence and machine learning, to detect and prevent fraudulent activities. The regulator has also expanded its regional offices and strengthened grievance redressal mechanisms to build greater trust and transparency for investors.
In line with expanding its regional presence, S-E-B-I has opened a new local office in Chandigarh. The Justice (Retd.) R. M. Lodha Committee continues to oversee recovery applications related to PACL Ltd, with updated timelines for e-auction sales and refund phases. Investors involved in the PACL Ltd refund process are required to register their claims online within specified deadlines for Phase II refunds. Bidders participating in the e-auction sales of PACL properties in Cuttack and Pune must adhere to revised schedules as per the latest corrigenda issued by S-E-B-I. Recovery Officers are mandated to dispose of applications promptly in accordance with Supreme Court orders.
S-E-B-I also launched the “Samajh Se Investing Simple” campaign under Project Jagrook. This campaign includes the rollout of the MUST initiative and the launch of investor education efforts on WhatsApp, aiming to simplify investing concepts for retail investors. Public notices and corrigenda related to PACL Ltd’s refund and property sale processes have been issued to ensure compliance with Supreme Court directives and to mitigate legal and reputational risks.
Turning to environmental compliance in the mining and metallurgical sectors, the Maharashtra State Environment Impact Assessment Authority, or SEIAA Maharashtra, has issued terms of reference effective from November 13, 2025, for the mining lease area operated by Messrs K. K. Mines and Minerals. The lease covers 18.87 hectares and mandates strict adherence to environmental monitoring and management plans. This includes implementation of air and water quality mitigation measures to comply with regulatory standards.
Similarly, Messrs Jigson Alloys Private Limited must comply with environmental regulations under the Environmental Impact Assessment Notification dated September 14, 2006. The company is required to maintain production limits of 30,000 tonnes per annum of ore and 12,000 tonnes per annum of concentrate. It must also adhere to prescribed air and water pollution standards, including limits on particulate matter, sulfur dioxide, and nitrogen oxides, as well as noise level restrictions following guidelines from the Ministry of Environment, Forest and Climate Change.
