A new report from the Institute for Fiscal Studies has suggested the country’s progress toward the ‘levelling up’ agenda has not been as swift as hoped, and — in some places — even regressed. The IFS research is against the backdrop of the government’s 2022 Levelling Up White Paper, which set out 12 missions to improve performance and reduce geographical inequalities in living standards, skills, health, wellbeing, and crime among others.

The IFS says that the white paper should inform any future government plans, but on many of its metrics progress has been glacial — in areas such as employment, primary school attainment, and self-reported life satisfaction, the country’s performance has actually got worse. To meet the ambitious targets set for the end of the decade, the IFS says that substantial resources would be needed as well as a rethink in how they are distributed.

New figures show that the number of children and young people with special educational needs and disabilities (SEND) receiving support from councils has reached a record high.
In 2023, councils issued over 84,000 Education, Health and Care Plans (ECHPs), which outline the provision of SEND support for each young person. This marked an increase of 26.6% from 2022, and means the number has increased every year since 2014.
There are almost 600,000 children in the UK with an EHCP, as of January 2014.
Requests for an assessment are also up 20.8% on the previous year.
