The United States Securities and Exchange Commission, or S-E-C, has barred Danny M. Salinas and Mai T. Nguyen from association with any broker, dealer, investment adviser, municipal securities dealer, municipal advisor, transfer agent, or nationally recognized statistical rating organization. This action follows findings of fraudulent conduct related to unregistered securities sales. Any application for reentry must comply with applicable laws and may require payment of disgorgement, civil penalties, arbitration awards, or restitution.

In federal criminal enforcement, the United States Department of Justice announced that a repeat offender from Sopchoppy, Florida, was sentenced to federal prison for possession with intent to distribute methamphetamine and firearm offenses. This sentencing is part of Operation Take Back America.

In New York, Jakhi McCray pleaded guilty to arson for setting New York Police Department vehicles ablaze. McCray faces a mandatory minimum sentence of five years imprisonment, with a potential maximum of 20 years, along with fines and restitution as determined by the court.

The Commodity Futures Trading Commission has approved an update to the clearing member rules for the BTNL platform. The amendment to Rule 814 now exempts clearing members who clear only Fully Collateralized Swaps for their own accounts from the requirement to register as futures commission merchants, or F-C-Ms. All other clearing members must maintain F-C-M registration and membership with the National Futures Association. Clearing members must continue to meet financial, operational, and compliance requirements.

The United States Department of the Treasury and Internal Revenue Service have issued guidance to states regarding the nomination of census tracts as Qualified Opportunity Zones under the One, Big, Beautiful Bill, or O-B-B-B. The bill makes the Qualified Opportunity Zone tax incentive permanent and modifies the nomination and designation process. State chief executives must nominate eligible low-income community census tracts starting July 1, 2026, within a 90-day period, with a possible 30-day extension. Nominations are limited to 25% of the number of low-income communities in the state or 25 tracts if fewer than 100 exist. The Secretary of the Treasury will certify and designate nominated tracts accordingly.

MIAX Futures has extended the Minneapolis Hard Red Spring Wheat Market Maker Program by two months until June 30, 2026. The program now includes an additional obligation schedule and adjusted incentives. Participants must meet quoting obligations and eligibility criteria determined by MIAX Futures, which will monitor trading activity and may revoke enrollment for non-compliance or rule violations.

Additionally, MIAX Futures extended the Minneapolis Hard Red Spring Wheat Futures Volume Incentive Program through June 30, 2026, with the extension effective May 1, 2026. Program terms and participant eligibility criteria remain unchanged. Participants must meet volume thresholds and be approved by MIAX Futures, which monitors trading activity to prevent abusive practices.

In Gainesville, Florida, Robert Anthony Yancy, Jr. has been federally indicted for possession of a firearm by a convicted felon. A jury trial date is scheduled.

In Topeka, Kansas, a former employee pleaded guilty to misapplying federal grant funds for unauthorized personal purchases.

Finally, in San Fernando Valley, California, a clinic operator was sentenced to 18 years in federal prison for participating in a drug trafficking ring that sold illegal opioid prescriptions for cash.
