What is Inside U.S. Regulations?

Regulatory news, updates, and insights for USA presented by the Carver Agents team

Welcome to Carver's USA Regulatory Updates for August 02, 2026.

The United States Attorney General has secured a temporary restraining order protecting youth mental health services in schools. A federal court blocked the U.S. Department of Education from terminating grants funding these services, preserving access to funding through at least July 31, 2026. This order requires maintaining funding for approved multi-year grants until lawful termination procedures are followed, ensuring compliance with the Administrative Procedure Act, the General Education Provisions Act, and federal civil rights statutes. The ruling also mandates providing notice and opportunities for administrative and judicial review before any grant termination.

In health news, the U.S. Food and Drug Administration licensed the first-ever freeze-dried plasma product, Ezplaz Freeze Dried Plasma. This product is authorized for use in adult patients needing plasma transfusions when other plasma products are unavailable, including in combat zones and disaster areas. Healthcare providers must review the full prescribing information before use, and the product must meet FDA standards for safety, purity, and potency.

Turning to public safety, a man from Rapid City was sentenced to 15 years in federal prison for attempted sexual exploitation of a minor.

In consumer safety, Lidl US has recalled all units of Eridanous Shortbread Cookies with Chocolate Truffle Coating and Apricot Filling due to undeclared allergens including wheat, soy, milk, and eggs. Consumers are advised to discard or return the product for a refund without a receipt. Lidl US has set up a Customer Care Hotline to handle inquiries.

Similarly, 529 Commerce LLC recalled 3,860 units of Rooted in Rare brand Aquafaba Powder packaged in 4-ounce and 12-ounce pouches because of undeclared egg allergens. Consumers allergic to eggs should discard the product. Refunds are available through Amazon.com or by contacting 529 Commerce LLC directly.

Energy Secretary Jennifer Granholm issued an emergency order directing Southwest Power Pool, Inc. to dispatch and operate specified generation units and backup generation resources to maintain grid reliability across 17 states during a period of hot weather. Backup generation resources are to be used as a last resort before or during an Energy Emergency Alert 3.

In New York, Attorney General Letitia James and Governor Kathy Hochul released the final rules under the SAFE for Kids Act to protect children online. Social media companies must restrict algorithmically personalized addictive feeds and nighttime notifications for users under 18 unless parental consent is obtained. Nighttime notifications are prohibited from midnight to 6 a.m. without parental consent. Platforms are also required to implement age assurance methods with high accuracy and strong data protection standards.

Finally, the U.S. National Institute of Standards and Technology, or NIST, has issued a draft of Special Publication 800-239 for public comment. This draft addresses security threats and solutions unique to artificial intelligence data centers compared to traditional high-performance computing systems. The public is invited to review and comment on the draft by September 25, 2026.
