Starting in the European Union, France has implemented new rules for crypto-asset service providers effective July 1, 2026. Professionals must now hold the European PSCA status to legally offer crypto-asset services. Former PSAN holders without PSCA status are required to cease their services and inform their clients about the termination and any crypto transfers. Investors are advised to verify platform authorization through the French Financial Markets Authority, or AMF, white lists and to avoid platforms listed on AMF or European Securities and Markets Authority blacklists.
Also in France, starting September 1, 2026, patients refusing substitution of reference medicines with hybrid or biosimilar medicines without medical justification will no longer benefit from the 'tiers payant' system. They must pay the full price upfront and then seek reimbursement based on the price of the most expensive hybrid or biosimilar in the group. Pharmacists are mandated to offer substitution unless explicitly excluded by the prescribing physician.
In the Czech Republic, updated maximum manufacturer prices, reimbursement amounts, and co-payment limits for medicinal products covered by public health insurance took effect on August 1, 2026. These updates include changes in indication restrictions and reference group reimbursements. Healthcare providers and payers must adhere to the new pricing and reimbursement levels and implement the specified changes to maintain compliance.
Turning to the European Union, the European Securities and Markets Authority, or ESMA, has authorized EuroCTP as the Consolidated Tape Provider for shares and exchange-traded funds. This authorization, announced on July 27, 2026, allows EuroCTP to operate a single stream of pre-trade and post-trade data under ESMA’s direct supervision for five years. EuroCTP must finalize operational and technical arrangements by September 30, 2026. The service will provide free data access to retail investors, academics, civil society organizations, and regulators, while charging reasonable fees for other users.
On a global scale, the United Nations has expanded its carbon market to include renewable power projects. A new methodology now allows grid-connected renewable electricity generation projects to generate UN-backed carbon credits. In the United States, Attorney General James secured a temporary restraining order from a federal court blocking the U.S. Department of Education from terminating grants funding mental health services in schools. This order preserves access to funding through at least July 31, 2026. The ruling requires the Department of Education to comply with the Administrative Procedure Act, the General Education Provisions Act, and federal civil rights statutes before terminating grants. It also mandates providing notice and opportunities for administrative and judicial review prior to grant termination.
Also in the United States, Governor Dan McKee of Rhode Island ceremonially signed firefighter safety legislation creating a state electric vehicle database. The law mandates the State Fire Marshal's Office, in coordination with the Division of Motor Vehicles, to establish and maintain a database identifying electric and hybrid vehicles powered by high-voltage lithium-ion batteries. This database will be updated and shared biannually with fire departments and districts across the state.
