The Commodity Futures Trading Commission in the United States has extended the compliance deadline for the amended daily reporting requirements for Nodal Clear, L-L-C. The new deadline is October 31, 2026, moved from the original June 1, 2026 date. The CFTC has granted a no-action position against enforcement before this new date. Nodal Clear, L-L-C must complete its testing and quality assurance of reporting systems by October 31, 2026, and comply with the amended daily reporting requirements codified in appendix C to part 39 by that date.
In payments news, the National Automated Clearing House Association, or NACHA, announced that the dollar limit for Same Day Automated Clearing House payments will increase tenfold from one million dollars to ten million dollars, effective September 17, 2027. This change impacts all participants in the ACH Network across the United States. Participants should prepare their systems and processes to handle Same Day ACH payments up to ten million dollars starting September 17, 2027.
The United States Food and Drug Administration issued a safety alert regarding Concha Negra, or Black Shell, shell meat linked to a Hepatitis A outbreak in New York. The FDA advises against consumption, sale, or serving of the implicated product and recommends disposal or destruction of existing stock. New York City and State health authorities are investigating the outbreak. Restaurants and retailers must not sell or serve the product and should clean and sanitize surfaces and containers that came into contact with it.
In California, new advisory tissue levels for cadmium have been introduced for sport-harvested finfish and shellfish. These advisory tissue levels are based on toxicity analysis and complement existing advisories for other contaminants. Cadmium is a common environmental contaminant that can accumulate in fish and shellfish, posing health risks especially to sensitive populations such as pregnant individuals. The California Office of Environmental Health Hazard Assessment recommends using these advisory tissue levels to develop health advisories and consumption frequency recommendations based on serving sizes of four and eight ounces and population sensitivity.
The United States Securities and Exchange Commission released its report on administrative proceedings for the period October 1, 2025, through March 31, 2026. The report details the number of matters pending, instituted, filed, disposed of, and pending at period end before administrative law judges and the Commission. It includes median ages and timing of dispositions. The SEC continues to track and report administrative proceedings caseload data as per Rule 900 of the Commission’s Rules of Practice.
Finally, the Regional Greenhouse Gas Initiative, or RGGI, welcomed the Commonwealth of Virginia back to the program. Virginia will resume participation starting July 1, 2026, with specified allowance budgets and auction participation. Virginia power plants must comply with carbon dioxide allowance requirements beginning July 1, 2026. Virginia will participate in RGGI auctions scheduled for September 9 and December 2, 2026. Regulatory alignment with the updated program rules and the Third Program Review Model Rule is planned by January 1, 2027.
